Transform the tower into a youth-focused entertainment hub near the station, with an under-18s nightclub featuring different music genres each night and sensible closing times. By day, offer family dining, a virtual jukebox and, if space allows, a youth gym. Dedicated space could also house commercial data centres to generate additional income.
